National Police Agency reports the crime rate by prefecture every year. According to the 2013 latest report, Osaka was the most dangerous prefecture again.
The ranking order of 1st - 4th (Osaka, Fukuoka, Aichi, Hyogo) is the same as the 2012 order. Tokyo dropped from 5th to 6th place. Akita was the safest again.
