Congestion Rates of Tokyo Trains, 2013

The table below shows congestion rates of trains in Tokyo, in 2013.

The numbers were released by Ministry of Land, Infrastructure, Transport and Tourism. Yamanote line was the most crowded train in Tokyo.

Congestion rate (%) definition is:

  • 70%: You can have a seat.
  • 150%: There is no space between passengers.
  • 200%: You cannot move
  • 250%: You cannot move your arm.

In other regions, like Osaka, Nagoya, Fukuoka, no train exceeds the congestion rate 150%. People who live in outside of Tokyo cannot imagine packed trains in Tokyo.
