Tokyo region has the lowest total fertility rate (birth rate) in Japan. The national average was 1.41 in 2012. But the rate in Tokyo was only 1.09. Tokyo's rates are around 1.0 these days. No one knows the exact reason why Tokyo has such a low rate.
