Reasons Why People Do Not Keep A Pet - How much is it in Tokyo?

Ministry of Health, Labour and Welfare conducted a survey about animal protection in 2010. In the survey, the government asked people why they do not have a pat, if they do not have a pet. The biggest reason is that people do not think they can fully take care of pets.
